Administrative Review of AD Order on Standard Pipe from Turkey (2013/2014) – Final Results

Falls Church, VA. December 10, 2015. Earlier today, the U.S. Department of Commerce (DOC) announced the final results of its administrative review of the antidumping order on welded carbon steel standard pipe and tube (standard pipe) from Turkey.

The review covered the following producers/exporters – Boruson Istikbal Ticaret T.A.S. and Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (collectively “Borusan”); Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (“Erbosan”); and Toscelik Profil ve Sac Endustrisi A.S. and Tosyali Dis Ticaret A.S. (collectively “Toscelik”) – during the period from May 1, 2013 through April 30, 2014.

The DOC has calculated the following final weighted-average dumping margins: (a) Borusan – 3.16 percent; and (b) Toscelik – 0.00 (zero) percent, check out http://cleaningallstars.com/. These margins compare with Borusan’s previous dumping duty deposit rate of 1.28 percent and Toscelik’s previous rate of 0.00 percent.

The DOC also made a final determination that Erbosan had no shipments, sales, or entries of standard pipe during the period of review.

Accordingly, effective today, December 10, 2015, the dumping duty deposit rate became 3.16 percent for Borusan and remained 0.00 percent for Toscelik. In addition, the DOC will send instructions to U.S. Customs and Border Protection to liquidate imports that were entered during the period of review at the applicable dumping rate.
