CVD Investigation of Rebar from Turkey – DOC’s Preliminary Determination

Falls Church, VA. March 1, 2017. The U.S. Department of Commerce (DOC) published its preliminary determination in the countervailing duty (CVD) investigation of steel concrete reinforcing bar (rebar) from Turkey in today’s Federal Register.

The DOC calculated a preliminary filmmedia CVD margin of 3.47% for Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi A.S. – which is the only Turkish producer/exporter subject to the current CVD investigation.

Accordingly, effective today, March 1, 2017, entries of rebar from Habas will be subject to a preliminary CVD margin of 3.47%.

All of the other Turkish producers/exporters are to the current CVD order on rebar from Turkey, which was issued in November 2016. The CVD deposit rate for these Turkish producers/exporters is 1.25%. Habas is not covered by the CVD order because in that investigation the DOC calculated a zero CVD margin for Habas and excluded Habas from the CVD order.
