Administrative Review of AD Order on Hot-Rolled Carbon Steel Flat Products from Russia (2014/2015) – Preliminary Results

Falls Church, VA. January 5, 2017. Earlier today the U.S. Department of Commerce (DOC) announced the preliminary results of its administrative review of the antidumping (AD) order on hot-rolled carbon steel flat products from Russia.

The review covers one Russian producer/exporter – Severstal PAO and its affiliate, Severstal Export – during the period from December 19, 2014 through November 30, 2015.

December 19, 2014 is the date on which the DOC terminated the suspension agreement with Russia on hot-rolled flat-rolled carbon-quality steel products and simultaneously issued an AD order on these products.

The DOC has preliminarily determined a dumping margin of 184.56% for Severstal. This compares with Severstal’s current dumping duty deposit rate of 73.59%.

The DOC’s preliminary determination is based on the application of adverse facts available because “Severstal did not act to the best of its ability in responding to {the DOC’s} request for its home market sales information.”

The DOC plans to complete this review by May 2017, and the current dumping duty deposit rate will remain in effect until the DOC’s final results are published in the Federal Register.
