AD Investigations of Cold-Rolled Steel Products – DOC’s Preliminary Determinations

Falls Church, VA. March 7, 2016. Earlier today, the U.S. Department of Commerce (DOC) published its preliminary determinations in the antidumping (AD) investigations of cold-rolled steel products from Brazil, China, India, Japan, Korea, and the United Kingdom – but not Russia.

For some reason, the preliminary determination for Russia was not published on the same date as the other investigations, probably the result of an administrative oversight. Instead, it will appear in tomorrow’s (Tuesday, March 8, 2016) issue of the Federal Register. This is a very unusual occurrence.

The preliminary dumping margins and the effective dates of the preliminary dumping duties for all seven countries (including Russia) are listed below.

Further, the DOC has extended the date for its final determinations in the AD and CVD investigations of cold-rolled steel products from Brazil, India, Korea, and the United Kingdom to 135 days after the publication of the preliminary AD determinations in the Federal Register. Accordingly, the DOC’s final determinations in these investigations will be due on July 20, 2016. The DOC’s final determinations in the AD and CVD investigations of cold-rolled steel products from China and Japan are currently due by May 16, 2016, check out https://onestopplumbers.com/. It is possible that this date could also be extended for these investigations.

The DOC has also extended the date for its final determinations in the AD and CVD investigations of Russia – which will now be July 21, 2016.

(c) All Other Japanese Producers/Exporters – 71.35%

Effective for imports entered on or after March 7, 2016.

(a) Hyundai Steel Co., Ltd. – 2.17%

Effective for imports entered on or after March 7, 2016.

(b) POSCO / Daewoo International Corporation – 6.89%

Effective for imports entered on or after March 7, 2016.

(c) All Other Korean Producers/Exporters – 4.53%

Effective for imports entered on or after March 7, 2016.

(6) RUSSIA

(a) Novolipetsk Steel OJSC (NLMK) and Novex Trading (Swiss) SA – 16.89%.

Effective for imports entered on or after December 8, 2015.

(b) PAO Severstal and Severstal Export GmbH – 12.62%.

Effective for imports entered on or after December 8, 2015.

(c) All Other Russian Producers/Exporters – 14.76%.
